    I would say that it is Antimetabole.

    I will lecture you only for your use of the figure '4' instead of the word 'for' - in a section devoted to Words.

    And by the way, there is no question mark at the end of the famous quotation. It is not a question, but a command: ... "ask what you can do for your country."
