How to make an ABSOLUTELY ANONYMOUS Instagram account?

I want to create a social page on instagram, involving polls and social topics, I just want it to be absolutely anonymous so thay people feel secure. How can I make an Instagram account ABSOLUTELY anonymous?

1st: Should I create a whole new account?

2nd: I have my old personal account with many followers but people I know, can I remove any traces of it being my old account?

    You're going about it backwards. Being totally anonymous is NOT going to make people feel secure, in fact, it will do the total opposite. They want a face to the name.
