Clone the windows 7 drive and place it into you other computer as primary boot disk. If you want to get your hands dirty you could also use an activator or pirate copy(at your own risk) or just swap the hard drives.

Yes, if you have a retail copy. No, if you have an OEM copy.

You cannot do anything with an OEM (from the laptop maker) version of Windows that came with that desktop. That Win 7 is stuck to that motherboard forever.

If the Win 7 was a full priced retail boxed full or upgrade version, you can install it over a previous version of Windows. But you must have the CD or DVD or that Win 7 on a USB data drive to do that. And the Win 7 on the desktop must be uninstalled, not used again. Only one computer per one license and product key and activation at Microsnot.

Your Win 7 install must also have all the drivers for the laptop hardware and devices and connected items like printers.

Not if the Win7 is installed on the desktop. If you have a legitimate copy of Win7 on CD, or download a legit copy, you can install it over Vista.

Not transfer, but install. If you have the install CD or a USB then that's what you use to install it.
