Im making a bath salt but I only have lavender Espom salt. The recipe calls for 20 drops of lavender. Does it really matter? Can I reduce it?

WHAT? Epsom salt IS bath salt. Why are you trying to make something you already have?

You could reduce the amount of essential oil but do you really think the already "scented" Epsom salts have real essential oils or enough to make reducing the amount of oil you add make a difference?

If you think there is enough of the lavender already do not add any more, if you think there is not enough add half of what your recipe calls for then add more if you think it needs to be increased.

This is not like making a cake where your measurements have to be pretty accurate. This is purely a personal opinion on what the aroma is.
