Should Easter Sunday in 2019 be on 24 March?
It is determined by the Sunday after the full moon after the spring equinox (as determined by the Council of Nicaea in 325 AD). So, the spring equinox is on Wednesday 20 March at 21:58, the full moon after that is on Thursday 21 March at 01:42, so Easter Sunday should be March 24. Has someone miscalculated?

It is not the full moon after the equinox, it is more complicated than that. You have to determine the Paschal full moon or the Ecclesiastical full moon which, in this case is 18/19 April 2019 (depending on where you are in the world). The Sunday after that is Easter Sunday which is 21 April.

A little History: When would Jesus and the apostles have had the last Passover meal? The first Passover was observed about the time of full moon, on the 14th day of Abib (later called Nisan) in the year 1513 B.C.E. The Passover was always observed on Nisan (Abib) 14, being on or near the day of full moon, inasmuch as the first day of every month (lunar month) in the Jewish calendar was the day of the new moon, as determined by visual observation. Therefore the 14th day of the month would be about the middle of a lunation.
Evidence strongly indicates that Nisan 14, 33 C.E., fell on Thursday-Friday, March 31–April 1, 33 C.E., on the Gregorian calendar. It was on the evening before his death that Jesus observed his last Passover meal and afterward instituted the Lord’s Evening Meal. Even before the Memorial meal began, the traitorous Judas was sent out, at which time, according to the record, “it was night.” Since the days of the Jewish calendar ran from evening of one day to evening of the next, the Lord’s Evening Meal was celebrated also on Nisan 14, on Thursday evening, March 31.

Easter Sunday should not be celebrated at all.
Jesus commanded that his death be commemorated, not his resurrection.
So when the hour came, he reclined at the table along with the apostles. And he said to them: “I have greatly desired to eat this Passover with you before I suffer then he took a loaf, gave thanks, broke it, and gave it to them, saying: “This means my body, which is to be given in your behalf. Keep doing this in remembrance of me.” Also, he did the same with the cup after they had the evening meal, saying: “This cup means the new covenant by virtue of my blood, which is to be poured out in your behalf."
Like the Passover it should be done only once a year.
1 Corinthians 4:6 states: “Do not go beyond the things that are written.”
This year the memorial of Jesus' death is April 19, after sundown.

Eostre - The feast of ostara is pagan. It tries to go by the first full moon after the spring equinox.
It could be any day between 21 March and 21 April.
