Not sure. 'Attack" is normally reserved for unprovoked. That is closer to the Europeans during the Scramble for Africa. Where they came stayed and took over the government and economy. The US has a long way to go in that regard. We got the Philippines as part of a war with Spain, and the Banana Wars lasted a couple of decades.
Europe divided up a whole continent, the Spaniards and Portuguese divided up another one. For centuries.
