I have question about calling a friend who lives in the U.S. but is currently overseas.?
I have an unlimited domestic Verizon cell phone plan in the U.S., and I currently live in the U.S. I have a friend from the U.S. but she is currently stationed overseas. Assuming that she has a cell phone number based in the U.S, a) will it even possible to (voice) call her, and b) will I incur extra charges from Verizon if I do make the call?
She is currently stationed in Afghanistan.

If she has her Verizon phone on and has it enabled for international roaming then yes it is possible. When calling a US phone number you are not responsible for any extra charges, but she would be responsible for extra charges if she answers it overseas. The cheapest way to talk to someone overseas is to arrange for a call using an app like Skype.
