My company was given more money to pay us a higher rate but has spent it?

I work for a security company. Im based in a office building. The site is run by another company who deals with all the different companies onsite like the cleaning engineering etc.
Mid Last year i was told by my onsite manager we was getting a pay increase to £10.62 instead it went from £9.20 to £9.38
this year we have been told the increase will happen in june instead.
The site manager paid the money to my firm last year to increase our pay to £10.62 but instead without his permission they spent the money on other things. I have now asked if we are getting backdated pay.
Is it legal what they did and can i insist they pay us the money they were meant to give us?

Your site manager doesn't pay anyone for anything. He is an EMPLOYEE of the same company as you, and REQUESTED raises the didn't happen. The money you claim was misused NEVER EXISTED.

How do you figure the increase was for your pay? The rate that the management company pays the security company has little if anything to do with what the security company pays its employees.

No this has nothing to do with you. The site manager needs to be informed and they will decide what to do about it.
