I'm a regular user of Quora. And I strongly believe that Quora is one of the best QA sites/apps.
You get opinions from experts in the fields.
Experts mean those who can convince you to believe in the solution to your problem.
Well, Yahoo Answers has its own significance; which can't be ignored.

Let me put it this way: Yahoo Answers is where I come when I want to give snarky answers to stupid questions. I come here when I get tired of being nice and writing thoughtful, knowledgeable answers.
Not that Quora doesn’t get dumb questions. My god, you should see the stuff religious people ask! Type “What do atheists” in the Quora search box to see some. But Yahoo definitely gets the absolute, rock-bottom, dumbest, sub-literate questions. At Quora, you’re expected to be polite, which is not something I always feel like doing. Quora seems to be mostly adults, while Yahoo seems to be mostly kids, (at least, I hope these are kids writing this stuff). You can decide which is better. As for me, each has its purpose.

Quora is still stuck in the times, with obnoxious questions still being posted daily especially in the history section, so yes, that site is still worse. Yahoo Answers isn't any better, but at least it has improved over the years.

They want people to sign up to ask questions but they refuse to say how much they pay per question and how much for each answer. They are a scam.

No. But to its credit, Yahoo is getting better. But then it was on rock bottom, it couldn't get worse.
