No you don’t. “Dodging the draft” is a colloquial phrase that means more than fleeing to Canada. It also applied to rich kids who got special treatment. Sometimes it was college deferment , mainly only upper middle class kids. But it was also meant for guys whose daddies could afford to pay off the local draft board. It also meant rich guys who were able to buy medical diagnoses that prevented them serving. Basically anything done in an underhanded way to avoid going to Vietnam.

Ronald Kuby, a criminal and civil rights lawyer and talk show host, appeared on WABC-AM in New York City on July 15, 2015, three days before Trump made his controversial comments. Kuby highlighted the multiple student deferments Trump received, and how he finally got a medical exemption that staved off the draft.

Trump "was a Vietnam draft dodger," Kuby said.

No you don't. That's ONE way to dodge the draft. Another would be for a doctor to write a fake note so you don't have to serve. All "dodging the draft" means, is to avoid it and "get out of it's way" (dodge, get it?)
