Do beliefs even really exist?

I mean someone thinks of a belief and it's never put to it's full potential so if something is not at it's full potential did it even truly exist (without the complications)?

    whether something exists or not does not have to do with it's full potential, so in other words beliefs do exist and full potential of them or other things are hardly ever reached

    Belief, such as religious rubbish, have no chance of actually existing because there is no evidence for them and there never has been.
