It is still a thing. It isn't as active as it was many years ago. But some questions are answered in minutes.

Yes. Even in the wee hours I still get pretty fast answers. Just not as many as back in the day.

The whole world users Yahoo Answers not just Americans. Plus there are Americans all over the world. Even some who can not sleep and try to explain it has night owl do not want to explain that mental wards for not keep hours.. But a night owl does not stay up day and night. Questions will get more answers doing the day in America so just don't give the best answer for a day or two. Don't be in a rush.
