Why Facebook don't let people make another account if they close the first one. They close my account last year, so i can't make a new one?

You can make a new Account you just cant do it under the Same Email Address a Email Address can only be Used 1 time 1 Account only once you use it if it gets Deleted it can not be Used Again
You will have to make a new Email Address and Register it under that Email Address
As Long as you Follow there TOS Terms of Service you should be Fine
