if someone gets made into a popular gif, do they or can they receive royalties?

    From who, not if you post them on public sites.

    No. there's no payment involved. If the person isn't a celebrity, they may be able to hire a lawyer to try and sue the creator of the gif (especially if they owned the image and hadn't given permission for it to be used), but that's a long shot.

    No they don't. Because nobody pays money to use or make GIFs

    So there wouldn't be any money.
