I don't think you can purchase scratch cards or lottery tickets with debit/credit cards in most places anyways, so how would this happen?

The State grabs it. Free money to them. You get stuck with the full bill on the credit car. Gas & all.

the company running the scratchcard keeps it - it dont go to anybody if the purchase of the card was fraudulent

(you cant give it to the card holder- since the use of the card was fraudulent they got their money back and nobody paid for it, so the "winning" ticket would just be "voided" - to give it to the card owner would be "unjust enrichment")

Stop making stories up and stop stealing cards. And the card did not buy the winning ticket but even if it did there is no way to prove it.
