Why is it wrong to forgive?

On the state level...

So if a criminal gets caught, serves his time, then has a felony.

Its wrong to forget his wrong doing.

It's not wrong nor should it be always held over there head I think only if they apply for certain jobs their criminal record should be revealed. Would you trust child molester teaching your daughter even though it's been a long time ago and they paid the price? You also do not want to give them the temptation to commit another crime. However, if they are applying for a factory job it should not appear. You have to give them a reasonable option to persevere and overcome. Unfortunately, our justice system is geared more towards punishment not correcting the patterns of behavior that got them imprisoned in the first place.
