How do you write "seven hundred and forty six thousandths" in numbers?
My books says 700,046 but I believe it should be 700.046 because the sentence has an "and" which indicates a decimal and the "thousandths" which also indicates a decimal place.
Which is correct? And if the other answer is correct then why?

Anytime it has the "th" at the end, it has to be a decimal.
If it were 700,046 you would say 700 thousand forty-six

Depends on what you mean by the ''and'.
0.746 .. ''seven hundred and forty six thousand-ths''.
700.046 .. ''seven hundred'' .. and .. ''forty six thousand-ths''.

{Your logic is correct. } You (may) have bumped into EUROPEAN style numbering (comma) vs American numbering (decimal point). OR ... someone was sloppy by saying "and"

The key to answering this is the placement of the word and.
.746 would be written as seven hundred forty six thousands.
700.046 would be written as seven hundred and forty six thousands.
Substitute the dot for commas if that is the decimal point where you live. In the US, we use a comma as the the thousands separator, and the dot as the decimal point.
Seven hundred and forty six thousandths would appear to be seven hundred thousand forty six (700,046) if the comma was used in place of the dot.

Seven hundred and 46 thousandths

But no one with any education would say that. To confusing.
My peers (machinist tool and die makers)would say
700 point 046 *inches
If your working feet and inches. As a machinist that just doesn't make sense.
Who worries about .004 (the diameter of a hair) if you're working in measurment of FEET.
What I believe the question's answer is
(If it is thousandths)
.746 is seven hundred forty six thousandths of an *inch
Or your teacher or book is a dolt and you have a good argument if you get it 'wrong'. The "and" throws the whole question in to turmoil.
*BE SURE TO PUT THE UNIT OF MEASUREMENT inches mm cm etc

However, some languages use the comma as the decimal point marker...
