It depends what kind of stuff you're saying. As long as you aren't targeting any individuals at the gyms or making threats or harassing them, it should be ok.
A prank call is only illegal if you're harassing or threatening the people on the other end of the line. This can include, insults like name calling, making fun of them for reasons such as ethnicity, religion, sexuality and their disabilities or calling them multiple times,especially after they've asked you to stop. It's also illegal(and quite stupid) to impersonate legal authorities like the police or to prank call emergency services.

If you're trying to get some benefit from saying it, then yes. That would be fraud and illegal.
