Who sets tariffs in the United States?
President Trump has been declaring them against China and now Mexico, but I thought that Congress voted on all taxes?

It is with in the Executive branches authority to impose the subset of taxes known as tariffs. They are a tax but a particular type of tax that the Executive can impose.
One definition, "a tax or duty to be paid on a particular class of imports or exports."

The International Emergency Economic Powers Act of 1977 gives the president authority to use tariffs on another country during a "national emergency."

The ability to apply tariffs was moved to the president by FDR and congress at the time.

A Tariff isn't a tax. It's a tariff. And the President decides that, unless Congress specifically passes a law prohibiting them.
