And if the bill doesnt pass, does that mean China can never touch me if I run away to Hong Kong since there is no extradition bill between the two countries?

First, forget about Taiwan. They're not involved in this.
Hong Kong has been part of China since the U.K. gave up its Hong Kong colony 1998. China promised to to allow HK significant autonomy in maintaining its own financial and justice systems. They've already violated that promise, such as when they chose the current HK government instead of continuing to allow free elections.
In China you can be imprisoned for criticizing the government. In HK you can criticize the government, of HK or China, and probably not be imprisoned for it. With the new agreement in place, if China doesn't like your speech it can order the HK police to pick you up and send you to Beijing. That's the end of political freedom in HK.
