No, but it needs to sweep house and ride the agency of all of its bureaucratic ideologues. The same is true of many Federal agencies. These people should not be allowed to write what is in effect laws, considering that they are appointees, not elected officials.

No but since things are improved the size of the agency should be reduced. Not to mention states have their own agencies.
