Is it rude for a co worker to call me on vacation?
He knows I'm on vacation. We work on a team where he could get help from any of our other teammates.

It's rude, yes, moreso because he could get what he needed from people who are not on vacation.
What do you do? Politely remind him you are vacationing and where to go for help. Even if you could help easily and are not busy, you don't want to normalize this behavior.
