    FORMER chairman obama is the only one I can think of. Remember, he had a "pen and a phone".

    They all have the ability to draft Executive orders, however, those orders are subject to judicial challenge.

    As long as they are not willing to compromise one inch. Or one party gains a veto proof majority Yes, Executive orders will be running the country. Obama had one for 2 years and he accomplished only one thing: 0-Care. The democrat super majority was crushed under the weight of revealing their true agenda.

    With the exception of William Henry Harrison, all presidents, beginning with George Washington in 1789, have done so. But Franklin Roosevelt did it more than other presidents. Executive Order 9066 is an example.

    My grandmother was an 18 year old high school senior in 1942. She went to school in Seattle, WA. She once showed me her high school yearbook and about 1/3 of her class were sent to internment camps by FDR.
