No. One has to be born a US citizen. Naturalized citizens cannot qualify. Boorish Johnson is not even a naturalized US citizen so he cannot even run for Congress, mayor or senator. Arnold Governator is a naturalized citizen, so he can be governor but not President either.
That also means 3 of the women Trump told to go back to their countries can run for president, but Omar cannot since she was born in Somalia and her parents were not US citizens. She can only run for Congress, not president.
