Is it everybody's right to choose whether they have children, regardless of their financial situation?
Should people on long-term government benefits be 'allowed' to reproduce as many children as they wish?

Every individual has a right to have children but Government can, considering its resources.,stipulate that the benefits will be restricted to specified number of children

In third world countries, the biggest barrier to development is population growth. The population grows faster than GDP and causes famine frequently.
As the world reaches saturation in the population of human beings, so the need to control population growth becomes critical if we are not to destroy the earth.
China's solution to this was a one child one family policy, which was enforced. Many people outside China consider this a human right infringement, however it has been the main reason for the success of China as a growing nation. Population control.
In these third world nations who have little population control, having a large family is the pension of the elderly.
Right or wrong, is not important if you look at the big picture. If you only look at you own selfish needs then right is the answer. If you look at the needs of such a child, right or wrong could be the answer.
Some populations in the world are declining. Czech Republic and Japan. Why are they declining? People are having less children, and living longer. Also, they are more educated, and do not rely on their children for their pension.

Their right? Yeah. Should they have kids if they cant afford it? No.
When people who cant afford kids and have multiple kids its often not intentional. These people need to be educated and given free birth control.

To have children is a huge responsibility. Those who want to have them need to make the choice carefully and think about the children and their welfare. The adults need to be very ready to be GOOD parents - ready emotionally, ready mentally, ready physically, and ready financially. And they need to be ready to put in the effort/work over the long time period required to be GOOD parents.
Therefore I do not agree that people who are struggling financially and can't make it without assistance should have children. They are not ready financially and in other ways if they can't live financially on their own. They should think of the welfare of the children and choose not to have children.
As for should they be"allowed?". I am not for more laws that restrict freedoms.
As for lifetime welfare - it should only be for those who are truly disabled with no way to make a living.

Yes everyone has a right but I would want to be financially stable.
