A PM can liver where he she wants, but the official residence has to be 10 downing street

No. He can do what he likes. It just happens to be convenient to live above the office and not have to travel to work. Prime Ministers have normally found that to be helpful.
Just out of interest, when Tony Blair was Prime Minister and Gordon Brown was Chancellor of the Exchequer, they swapped homes - Blair moved into number 11 and Brown lived in the flat in number 10, simply because Blair had a bigger family and number 11 has a bigger flat in it.
