It means people will make you ask meaningless questions, and keep you doing so, as a form of mind control.
Astrology is brain washing.

It means that none of your inner needs are trying to be met through that area of life.
We are our planets .. each planet is a different inner need, and our emotions and actions are attempts to meet our inner needs.
HOW we try to meet any given need is shown by the Sign that planet is in. And WHERE we look - in life - to try to meet that need is shown by the House that planet is in.
So when a House has no planets in it, that area of life is not a driving need in our life. But we still DO have a Sign on the cusp of that House, and whatever Sign is on that House's cusp, that is the way in which we approach that area of life.
Also, every Sign is "ruled" by a certain planet, so if you want to explore how you relate to a House that is "empty" of planets, then you look at whatever Sign is on the cusp of that House, and then look at the planet which rules that Sign.
For instance, my sister has Cancer on the cusp of her 10th house (career) but no planets in her 10th house. Her Moon (ruler of Cancer) is in Gemini in the 9th House, and she is an English teacher (Gemini, disseminating knowledge ... 9th House of philosophy .. and interpreting literature IS a philosophical and cultural area of study)

There are only 10 planets in a chart so at least 2 houses are going to be devoid of planets but there are still signs on the cusp of an empty house, so in order to find out about an "empty house" in a chart you look at the planet that rules the sign on the cusp of that house and see how that's situated in the chart by the sign it's in, the house it's in and what aspects it makes or receives to/from other planets. All this information will tell you something about the empty house. Just because a house is empty of planets doesn't mean the house has no significance to you.
If you need to look even deeper into the empty house you can then look at any signs that start in the house but not on the cusp. Look at the ruling planet of that sign and see what that shows.

You get an empty house if any house in your birth chart is not occupied by any planet. If you take a closer look at several horoscopes, you will see that most of them will have at least one empty house. So the questions naturally occur is how to treat these empty houses.
Let us go through 12 houses so that we can see what they represent:
First house: Ruled by Aries, "I Am". Our identity, self-awareness, vitality. Our personality and attitude. How other people see us.
Second house: Ruled by Taurus - "I Possess". Our material and immaterial possessions, our resources. Money and talents.
Third house: Ruled by Gemini - "I Think". Our immediate surroundings. Our way of communication and intellectual abilities.
Fourth house: Ruled by Cancer - "I Feel". Our private life, family and home. Where we feel safe and secure.
Fifth house: Ruled by Leo - "I Command". Our creativity and self-expression. Leisure, sensual life, procreation.
Sixth house: Ruled by Virgo - "I Analyze". Our daily life, work, and skills. Colleagues and health.
Seventh house: Ruled by Libra - "I Balance". Our partnerships in private and business life. Associations and contracts.
Eighth house: Ruled by Scorpio - "I Desire". Our assistance that we get from others. Our passions. Regeneration, sexuality, and transformation.
Ninth house: Ruled by Sagittarius - "I Perceive". Our higher life and education, both spiritual and mundane. Abstract concepts, religion.
Tenth house: Ruled by Capricorn - "I Utilize". Our public life and career, our status in society. Professional destiny.
Eleventh house: Ruled by Aquarius - "I Know". Our group relations and activities, our cooperative projects. Dreams and humanitarian work.

During this lifetime, the areas of your life represented by these houses require more of the energy of the planets present there.
Whatever interpretation you choose, never assume that nothing is bound to happen in the area of your life that those empty houses govern.

There are 12 houses and their respective positions are predicated on the rising sign.
When you have an empty house it means no astrological planets are located within.
