Would you pay a NEGLIGENT LANDLORD who doesn't fix anything and has been cited and fined by the city of Wilmington (Delaware)?

My negligent landlord and her husband helen and ding wu haven't fixed everything they were supposed to despite being cited and fined by licensed inspection and city of Wilmington she started fixing some but hasn't fixed the ceilings only just put drywall instead of tryna figure out what's causing the leak and so much more after my neighbor (who had the same landlord) house burnt down last summer all they did was demand rent put her out and boarded the house up I could go on and on but yet she pesters my grandma (who is recovering from hip surgery) to death about rent money my grandma was gonna pay her the rent after she fixed EVERYTHING but now its going too far all they're gonna do anyway is spend it for their own personal purposes (the husband has a new truck

    It sounds like granny is going to be evicted tomorrow in housing court...GO help her pack.

    Withholding rent = eviction .

    All getting mad & stop paying illegally gets you is evicted.

    As you were told - even in states that do allow to stop paying over repairs there are still legally required steps you ARE LEGALLY REQUIRED TO FOLLOW. It does not sound like she has done anything legally required to withhold rent.

    SO AGAIN- You illegally withhold rent without following the legally required process & YOU GET EVICTED. I do not know what part of that you are failing to understand.

    In many places, failure to pay rent can result in an eviction, even if the landlord has not fixed items.

    In some places you can apply to the housing court to hold your rent in trust until the agreed upon issues have been fixed but you cannot withhold rent without risking and eviction.
