India can't afford any more people than it already breeds. It does everything that it can to encourage people to leave.

Arrange your "Indian boy's" immigration to your country then. India actually does not want any immigrants. They already have a billion too many people. It's Indian law, and you abide by Indian law if you want to live there. Or you arrange his immigration to your country.
