Are mayors part of a political party? If so, how can local candidates take action in the city?

For example, let’s say a local candidate in a city is a democrat and the mayor is a republican, how can the democrat candidate make any changes? Doesn’t it have to be approved by the republican mayor?

    Everyone on the planet is not as partisan as you seem to think. People all over our country from both parties know how to get along, work things out, reach compromises and make deals in the interests of the people they serve. Amazing concept, eh?
