Wilton vice stuck at 90°?

My Wilton vice is stuck. Was working fine, not rusty.  It's not mounted, so I can move around easily. I set it down "heavily" but not too hard. Anyway, tried to turn the Jaws back to normal horizontal position,  but it's "locked" on a 90° or vertical position? It moves freely about a half inch, but it's like an internal block stops it? Found no videos on YouTube? Any ideas?

    I never heard of the brand, but check out at a tool shop for the identical vise(even if it is a different brand and see how it works.  There must be a "catch" to hold it in the vertical position that you got to flip back.
