I've heard arguments both ways. I tend to lean toward white with black stripes (less popular) because the belly, which has no stripes, is white.

Zebra skin is dark, because of pigmentation that they need to protect their skin from cancer causing UV light. Their hair also have pigments if those hairs are colored. The white hairs are hairs that lack pigment. Therefore the zebra is dark with white stripes, since a zebra that has not pigement on the skin would be susceptible to skin cancer. Even the polar bear has dark skin under the white fure because they need protection from skin cancer.
