They can. And they can be adjusted. Maybe the angle of the dangle is wrong? Check at dealership.

They can certainly be replaced. You can replace the bulbs for better ones or the headlights themselves if they are scratched up badly which could cause some of the brightness issues.
Try cleaning them first? Realign them if they are not aimed right. Then replace the bulbs. Barring that then the headlight/housing themselves.
