What does a sailboat, moving across the surface, sound like to a submerged submarine using passive sonar?

Depends on the quality of the hull design and speed. Racing boats make very little noise when they are going slow due to the smoothness of their hulls. A boat like the Constitution will make considerable noise as its hull is course and rough and it has a fairly large bow wave even at slow speeds.
