    I have been in Hawaii several times, and the temperatures near and in Pearl Harbor are always warm; so a summer uniform makes sense all year.

    Summer Whites and Winter Blues, is determined by location and climate. 

    You wear whichever is the official uniform to wear at that time. 

    You don't walk around in Whites all the time like in the movies......unless, yeah, like maybe Hawaii,  where maybe it's hot all year round.

    Visit "the Pearl Harbor"  ?  What?

    Do you mean, the Memorial? If on duty, yes, must in be in dress whites.

    If on duty at Hickham Field or PHNAS, must wear what is appropriate for season. Like, khakis for most of the year, as they really don't have a winter at Pearl. Nor most of Hawai'i, except the high volcanoes. . 

     (EDIT:   Khakis Are Summer, Fall. Whites are dress except winter, when they are dress  blues.)
