If you have evidence, you shouldn’t be frittering it away here. Tell the FBI, and offer yourself as a rebuttal witness. As for the uniform, that’s the way military men dress to testify. I’ve seen many such.

I think he mostly has a vastly inflated sense of self-importance.   For example, he was angry that Trump did not use a Powerpoint presentation he created as a "guide" during the call with the Ukraine President. From his other statements he apparently believes HE is the maker of US foreign policy and not the President.
