What are your qualifications? What degrees do you hold in which field from which universities where? What post-master's (preferably doctorate or professional) degree experience do you have doing what, exactly, how well & how long for whom where? Is this a high-tech/STEM or other occupation in short supply & eligible for temporary employment visa or immigration (application for PR status)? IF you have credentials to Canadian standards, then you must find an open position in that occupation with an AUTHORIZED employer (who holds govt permission to consider foreign applicants in that listed shortage occupation position) & apply for the job. IF you can compete with all the other applicants (often 100-1000) & actually get hired, the employer must apply for your temporary employment visa, or will support your application for PR.
Canada is a very high tax, high cost country, so even with an excellent, well paid job, you will live very modestly. Housing costs, especially in major cities like Toronto & Vancouver, can be very high. You can easily spend a million dollars (Canadian) on a modest 3 bedroom house in need of repairs & renovations. So what are your wife's qualifications, too? She is going to have to work full-time as well as you in order to afford rent, utilities, food, etc.

It is great! Not perfect of course, but, pretty much better than all the rest.
I live in the far north of Canada, where it actually is very cold. The first here from your country left Manila at +40C, and arrived to -40C. That was 10 years ago, and she is still here, but, has been joined by many of your countrymen, who are enjoying living here.
HOWEVER,
Moving to Canada is NOT easy! You need a skill that is in demand in Canada. And, as Canadians are the best educated people on the planet (a majority of us have university degrees), it can be difficult. Trades are in demand though, but, even then you need to be good, and experienced.

Don't listen to ninefinger, he is a famous moron.
Assuming Canada is cold everywhere is ridiculous when compared with the US, given that there is a border between the two countries; clearly the south of Canada has to have the same weather as the north of the USA.
Imagine a country as developed as the US, except that the current head of state is not an orange moron, where most people do not insist on having guns like a war is imminent.
If you are willing to follow our laws and do not try to impose your views on others, you will do fine.
Edit: I am not scared of any moron, including you. However, it has been my observation that low life of your kind are prompt to block us, and then ask questions using the anonymous feature which means that I invest a long time to prepare an answer that prove that you are full of $#!+, only to find out in the end that I cannot even post it. Until yahoo defeats the ability of someone to block while anonymous, I will also answer anonymously so that low life like you can't block me. Got that?
