Is the "0" year in a decade really part of that decade?

I've noticed that in most cases, the "0" year of a decade (e.g. 2010, 2000, 1990, etc) doesn't really feel like the main part of the decade, and in fact often resembles the previous decade more than the one it's chronologically in. For example, when you think of a "90's" year, are you more likely to think of 1990 or, say, 1996? I feel like most decades start around the "1" or "2" year.
