    Defintion of wet "covered or saturated with water or another liquid."

    Defintion of saturated "holding as much water or moisture as can be absorbed"

    A glass of water (or drop, or lake, or whatever sample you want) holds as much water as it can at any given temperature. Therefore; by definition, water is wet.
