"Worth it" in what context? If you're living and working in Ottawa, it can certainly be worth moving into Hull for the lower housing prices ( but you do pay more in taxes on the Quebec side )

Cities like Montreal and Quebec are more expensive to live, while small cities can be much cheaper! ... Although the rent may be cheaper, taxes are higher in Quebec. Pointless question is pointless unless you tell us why you are considering moving. "Is Quebec worth it for the naked women flocking the streets in winter?". No, it's not. "Is Quebec worth it if I live in a small town and can't find a job?". Yes, it is.
