How many bottles of water should i drink to stay hydrated?

if there are 500 mL of water in a bottle how many should I drink every day? Should I be drinking more than recommended to cure dehydrated skin?

Most important thing is just listen to your body. It will tell you what it needs. Me on an average day I'll go through 2-20oz bottles (1,182.941mL). But I also drink juice and tea. While those aren't the best you do also get 'water' and 'hydration' from other sources like any fruit and vegetables you eat as well.
If you've figured out that you get dehydrated easily or frequently don't drink enough water, of course avoid coffee and soft drinks. Always carry a bottle of water with you and try to make a habit of taking frequent sips.
*Lotions with Aloe are good for dry skin. My favorite is by Vaseline. It's called Aloe Soothe.

It depends on what else you eat and drink. In general, most people need about 2 liters, or 1/2 gallon per day.

The UK guidelines suggest 1.2 litres of fluid a day. Obviously you'd need to drink more if you were in a hot environment or doing strenuous exercise. Note that that's the total amount suggested: it's quite possible that you are consuming that much anyway without any need to drink extra water. Obviously, if you feel thirsty you should take a drink, regardless of your fluid intake.
There's no evidence that drinking extra water is beneficial to someone who is not dehydrated. You need to drink enough not to become dehydrated. It really isn't the huge problem that some people seem to think it is 1.2 litres really isn't a lot of water.
Google “symptoms of dehydration”. If you don't have them you're probably not dehydrated.
If the only symptom you have is dry skin then it's caused by something else.

A drink with each meal is enough. And stop listening to all this rubbish about "being hydrated". Skin is not dehydrated because it is peeling, it is peeling for other reasons. Drinking too much is dangerous, and even if you don't drink so much that you get to that level, all it will do is make you pee more. And if what you produce now is a pale colour or has no colour, there is no point in drinking any more.
See a doctor!
And it's not mL, it's ml. The abbreviation for litre is a small l.
