Why is the report function so strange?

Full disclosure: this isn't a question. I don't know where I could put any suggestions, so I have to write a rhetorical question. I suppose you could tell me a better place to put this.

I think the report function needs a lot of improvement. As of now, whenever I report a question or answer, the two options are almost impossible to tell apart - "insulting other members" can be very similar to "violence or threats;" spam and impersonation and misrepresentation all kind of blend together on this site. I think the differences should be made clear so it doesn't seem like two identical options. Additionally, I propose a few new reasons: advertising, lying about factual topics (which is rampant in both politics and lgbt) and purely rhetorical question. This would hopefully make it easier to moderate the site.

Thoughts on this?

    Many, many years ago they did have multiple options for abuse reports.  They finally consolidated them into the two we have now.  No idea why, since they ignore both equally.

    The report function isn't strange... the problem is that you're refusing to click the "detail" link. The top is a violation of the community guidelines, the bottom is a violation of the terms of service. If you're reporting the bottom you've probably never read the terms of service and hence are falsely reporting.

    The difference is that the bottom is meant to be more of a "this person is doing something illegal" and then yahoo deletes the entire account (including email). Many people will report the bottom if they're vindictive and WANT to delete your entire account.

    "Spam" was always meant to refer to advertising... the community decided to change that meaning to "questions that have been repeated more than once" which is somewhat of a violation but not as the way the community enforces it (you are allowed to ask in different sections)

     I don't see insults being ANYTHING like threats. An insult is "you're ugly", a threat is "I'm going to harm you". Spam is posting the same thing repeatedly. Impersonation is pretending to be someone or something else. Misrepresentation is more like lying (about your credentials or knowledge you have or an experience you had).

    Advertising is a CG violation. Intentionally lying about factual topics would be misrepresentation (sometimes tough to verify if the person is intentionally lying or just incorrect). Rhetorical questions are CG violations (since they aren't seeking any kind of information).

    I'd be happy if they just suspended repeat stalkers and trolls when you provide pages of evidence,  but they can even manage that these days.
