The Civil War in the USA had just ended, so the States had a large, trained, and experienced army that could have swallowed up the British North American colonies one by one. So, they had a conference in Charlottetown, PEI, and decided to band together to form the country: Canada. It's Constitution was in two parts: the written part, which was the British North America Act (1867), and the unwritten part, which included all other laws, and customs of the new country. In 1982, the BNA act was reissued as the Constitution Act, which removed the last bit of Canada's laws, or customs that were under British control. The Queen of Canada signed the act on Parliament Hill, and I was there to witness the occasion.

After 1783 when the Revolutionary War ended and the country made, it was really soon noticed that the temporary government made during the War (Articles of Confederation) wouldn't work anymore.
In 1786 at the calling of Virginia the states began to gather to form a new permanent government Virginia, and 4 other states showed up, for the preliminary
Next year 1787 the 'Constitutional Convention' was called, all states represented except Rhode Island (didn't bother to show up till way later when all was done). The Convention did it's work May-Sept 1787.
Congress then sent it around to the states to be accepted and signed. It was passed by the states by summer 1788 (July).
As planned it went to effect and started operating March 1789 (2 states North Carolina/ Rhode Island) didn't get their signed paperwork in till some months later, but it didn't matter as 11 states and Congress had already passed it.
P.S. The 1st order of business after the Constitution went into effect March 1789 was to pass the already agreed on 'Bill of Rights' which was done 1789/90.
