Any idea how to fix the bottom of an ancient lamp's metal base?
Decades ago the bottom of the metal base probably had something to prevent scratching. Only a little metal touches the desk because it's a thin amount of metal on the perimeter with a hollow inside, so a huge cut-to-size felt pad would probably not last long since it wouldn't have much metal to which to adhere? Filling the base with some sort of filler would potentially greatly impede subsequent electrical fixes.

Look at the JB Weld line of products and find an epoxy filler. You can shape, drill and cut the filler if required.

so what you do is add a ring of thin metal to the edge of the base using some product like JB Weld. then you cut your felt to size match the outer edge and glue it to a thin cardboard or plastic backer for stiffness ... this you glue with removable [razor knife removable, not tacky removable] glue.

Cut out a piece of thin but stiff cardboard (like card stock) and adhere the felt to it before attaching to the base. This will allow the felt to last longer.
