Why can't Congress pass law like "Outbreak Prevention Act" to due Coronavirus?

Like when there is no outbreak going on. Just ordering medical supplies to warehouse to save it for emergency?

I mean more than enough supplies. Order 5 billions full face mask with oxygen respiration. Order 2 billions air mattresses with bed built in, 20 millions stadium size tents. Order 800 millions square feet of prefabricated hospitals building. 70 millions air ventilation systems. 10 millions medical air drone with cameras.

Just in case any outbreak, we got everything ready and never have shortages to keep up with every outbreak?

A scientist stated that the Corona virus is 20 times more deadly than your typical flu. So it is the ratio and the rapid spreading that will affect so many in a short period of time. It is not fake news and will not just disappear magically. Every one who survives will know someone who died from it before it subside.

The reason so many have died is because the people were not warned and the officials in charge did not want to create panic. It is here folks and nothing to take lightly. Stay calm but be proactive..it may save your life
