Smartphone, or just a cellphone (like a flip phone)? Before there were smartphones, there were notepads and pencils, public phones, people daring enough to ask others for directions (and get an honest answer). You can go to your local library and look up bus schedules for your town, taxi cab phone numbers, and you can even get disposable phones from Walmart and convenience stores. Keep that little spiral notebook in your pocket, with a pencil, to write notes on. Find out what bus routes take you from your home to work, to the grocery store, to your friend's house, etc. Plan ahead. Get a good pair of walking shoes and an umbrella & raincoat. Carry a day pack with your survival gear in it (rain gear, water bottle, snacks, etc.) so no matter where you are, you can provide for your basic needs. When you get a job, move your residence to a place where it's on a bus route that takes you to work. I got along without a cellphone and daily car use for 40 years. You can do it, too. It will make you stronger, wiser, a better planner and improviser.

Find out what kinds of public transportation are close to you. Also, check with your friends to see if and when they could give you rides. When I was young, I paid another student to give me rides to vocational school every day. I never had a car until I got married at 21.
I've never had a cellphone, and never needed one. The perception that it's a necessity is greatly exaggerated. You really can survive without them.
