We say it pretty often in America, but do other culture do this as well? I'm not sure where it originates or how common it is

No. Not at all.
In England, Germany, Greece, Brazil, and some Spanish-speaking regions, cats get nine lives. Other parts of Spain insist it's seven lives. In much of the Middle East (including Turkey), they only have six.
There might be others (aside from the obvious).
