 Cult ( noun)  OXFORD dictionary provides 3 uses of the word cult

 # 1 a system of RELIGIOUS veneration and devotion toward a particular "FIGURE" or object

 # 2 a relatively small group of people ( a size determination ) having religious beliefs or  practices   regarded by OTHERS as "STRANGE "  or "SINISTER "

 #3 a misplaced  or excessive  "Admiration "  for a particular  person or thing  

 Religion ( per sociology ) is a CULTURAL system of DIRECTED  behaviors and practices of a SOCIAL organization  that promotes a doctrine/  identification  of   "HOLY places and the promotion of "SUPERNATURAL  PROPOSITIONS "

 stats indicate that the planet earth has 195 declared "NATIONS "  that are recognized by the " UNITED NATIONS  the "HOLY SEE " and  "PALESTINE " are identified as  "STATES "  so by some  peoples  definition there are 197 Nations/ Countries

 ( additionally   the the various  American Indians  in the USA consider themselves a Nation )   

 using definitions # 1 & # 2 would indicate a THEOCRACY  form of goverment    which  would be the VATICAN and IRAN

 as to use # 3 i know of NO  nation who's population  who ALL of its residence  exhibit a excessive admiration  for its "leader  " many may not  so the claim  ALL Nations are governed by cults is a FALSE premise  

  a  complete Premise  example would  be  ( system of logic )

 ALL MEN are Mortal

 Socrates was a MAN    therefore ( conclusion ) 

 Socrates was mortal   line # 1 ALL nations are governed by cults   Line # 2  one would have to insert each and every recognized nation

and SHOW its governed by a CULT using  one or more of the definitions of a cult
