    Are there any signs posted stating "No Bicycles"?  Is there a contact phone number posted anywhere?  Call that number.  

    There's a skate park a few miles from me.  Those who use it are mostly riding BMX bikes or skateboards - not roller skates or roller blades.  Your particular situation might be different.  Since you gave no exact location, how can anyone give you a precise answer?
