It means two different parties have such specific demands that no compromise can be reached.

It's a phrase that is used to describe a situation where two sides of a "discussion/negotiation/argument" can't agree.
Example, you want to buy a car. The sellers wants $30,000 and you are only willing to pay a maximum of $25,000. Seller won't come down in price, you won't go up in price you won't agree to meet in the middle ground at $27,500.
Sometimes, particularly in the current state of politics, the two sides are so opposed to the other that they can't find the moderate middle ground.
